Dear Member,

This is to inform that the Directorate General of Foreign Trade, Department of Commerce, Ministry of Commerce & Industry vide its Trade Notice No. 25 dated 07 September 2026 regarding the Open API framework on the Trade Connect ePlatform for issuance of Certificate of Origin (CoO). The CoO Open API facility has been introduced to enable secure and standardized system-to-system integration between exporters/user systems and the CoO Trade Connect ePlatform for the submission, processing, issuance and verification of Certificates of Origin. The framework is aimed at establishing a more efficient and digitally integrated CoO ecosystem by reducing manual intervention, eliminating duplicate data entry, improving data accuracy and facilitating seamless exchange of information among exporters, certifying agencies and regulatory authorities.

The CoO Open API framework facilitates digital processing of both: a)Preferential Certificate of Origin (CoO) b) Non-Preferential Certificate of Origin (CoO)

Key Points of the CoO Open API Facility

1. API integration requires prescribed credentials, including User ID, Password, API Key and Public Key, along with authentication through an access token.
2. The API enables automated submission of Certificate of Origin applications through the prescribed standard data format, covering exporter, importer, invoice, product, shipment, supporting documents and declaration details.
3. The public IP address(es) from which API calls will originate are required to be whitelisted as part of the onboarding process.
4. API requests and responses are required to comply with the prescribed digital-signature and security requirements, including SHA-256 RSA digital signatures with 2048-bit X.509 certificates.
5. The system provides dynamic validation based on the selected Trade Agreement/Certificate of Origin scheme, including applicable mandatory fields, origin criteria, declarations and other business validations.
6. Members are required to maintain transaction-wise records/ledgers. The API system provides relevant transaction information such as acknowledgement ID, file number, certificate number, response code and status.
7. An API-based facility is also available for verification of issued Certificates of Origin using relevant certificate/file details.
8. The facility supports various Preferential and Non-Preferential Certificate of Origin schemes, including agreements such as IJCEPA, IKCEPA, SAFTA, ASEAN-India FTA, India-Singapore CECA, India-Malaysia CECA, India-UAE CEPA, India-Australia ECTA, India-EFTA TEPA, India-UK CETA, and other notified schemes.
9. The facility may be particularly useful for members having high volumes of CoO applications, ERP/internal IT systems, dedicated technical support and a requirement for automated submission and transaction tracking.
