Invitation for Comments/Suggestions on Proposed Amendment in Para 2.93 of the Handbook of Procedures, 2023 – Rules of Origin (Non-Preferential)

Dear Member,
The Directorate General of Foreign Trade (DGFT), vide Trade Notice No. 21/2026-27 dated 14th September 2026, has invited comments, suggestions and inputs on the proposed amendment to Para 2.93 of the Handbook of Procedures (HBP), 2023 relating to Rules of Origin (Non-Preferential).
The proposed amendment seeks to comprehensively prescribe the Rules of Origin (Non-Preferential) for both exports and imports.
The draft amendment, inter alia, covers provisions relating to:

Rules for determining the Non-Preferential origin of goods for exports;
-
Treatment of imported inputs used in the production of export products;
-
Issuance of Non-Preferential Certificates of Origin through the e-CoO platform;
-
Self-certification by eligible manufacturer exporters who are Status Holders;
-
Issuance of Back-to-Back Non-Preferential Certificates of Origin; and
-
Rules of Origin (Non-Preferential) applicable to imports.
In this regard, members are requested to examine the proposed amendment and furnish their comments, suggestions and specific inputs, particularly on any practical difficulties, operational implications or areas requiring clarification/modification from the perspective of the chemical, cosmetics and allied sectors.
