The European Union has enacted the EU Deforestation Regulation (EUDR), officially Regulation (EU) 2023/1115 to combat global deforestation and forest degradation linked to products placed on or exported from the EU market.
The EUDR replaces the EUs Timber Regulation (EUTR) and expands its scope to cover a broader range of commodities. It defines "deforestation-free" as products sourced from land not subject to deforestation or forest degradation after 31st December 2020
It entered into force on 29th June 2023 as part of the EU Green Deal with an aim to reduce the EU’s contribution to deforestation, greenhouse gas emissions, and biodiversity loss.
The regulation mandates that certain commodities and products must be "deforestation-free" and legally produced according to the laws of the country of origin.
As regards the products falling under the purview of CHEMEXCIL, the EUDR applies to Oil Palm– Palm oil and its derivatives (e.g., used in food, cosmetics, biofuels).
Non-EU manufacturers are indirectly impacted because EU-based importers (operators) will require them to provide detailed information—such as geolocation data of production plots and proof of compliance with local laws—to meet EUDR due diligence requirements. This means non-EU manufacturers must adapt their supply chains and documentation to maintain access to the EU market, even if they don’t operate within the EU themselves.
