Request for Inputs on Underutilization of AITIGA Benefits – Reg.

 

Dear Sir / Madam,
This is to inform you that the Department of Commerce is currently examining the underutilization and non-utilization of benefits under the ASEAN-India Trade in Goods Agreement (AITIGA). As part of this initiative, the Department has prepared a set of indicative queries to assess the possible reasons affecting export performance under the Agreement.
To supplement these queries with sector-specific insights and operational challenges observed by exporters of chemical and allied products, a questionnaire has been prepared and is enclosed herewith for your perusal.
Accordingly, we seek your valuable inputs on any issues you may be facing that limit your ability to leverage the AITIGA preferential benefits when exporting to ASEAN countries (such as Indonesia, Thailand, Vietnam, Cambodia, Malaysia, Philippines, etc.).
The objective of this exercise is to gain a clearer understanding of:

  • The structural or policy-related bottlenecks impacting exports under AITIGA;

  • Any domestic supply-side limitations or capacity constraints;

  • Tariff or non-tariff barriers in ASEAN partner countries;

  • Procedural issues in availing preferential certificates or Rules of Origin;

  • Pricing or competitiveness issues vis-à-vis key competitors;

  • Feedback on logistics, market access, or buyer-side challenges.
