View (Inputs) on DGFT Notification on enabling provision for Import of Inputs   without QCOs under AA and EOU

 

 

Dear Sir/Madam,

 

This has reference to our circular no. EPC:LIC:QCO:NOT:2023-24 dated 11th March 2024 on enabling provision for Import of Inputs without QCOs under AA and EOU: Regarding

In this regard, the Department of Chemicals and Petrochemicals convened a meeting chaired by Joint Secretary Shri Deepak Mishra (Chemicals) to gather industry views on the notification.

 

CHEMEXCIL secretariat attended this meeting and expressed support for the DGFT notification allowing import of specified items without mandatory QCOs under AA and SEZ schemes.

 

However, some industry representatives suggested imposing mandatory QCOs on all imports, regardless of AA or SEZ status, and proposed withdrawing the current notification.

 

In view of above, department has requested a detailed representation with justifications in order to continue or discontinue this notification.

 

Members are requested to share their views on following pointer for onward submission

 

• Do we support the current notification allowing import of specific items without mandatory QCOs under AA and EOU please provide the reasons ?

 

• Are there any concerns regarding potential quality issues due to this policy?

• If we support mandatory QCOs for all imports, then please provide your rationale.
